The functioning of various forms of ownership under socialism

In the context of economic reform (and any reform), the sphere of distribution is the most vulnerable. Supply disruptions, the disappearance of one or the other, and the emergence of "impulse" demand are seriously destabilizing the situation. There is uncertainty about the future and fear that it will be even worse, and this increases social tension and distrust of innovations, even if they are absolutely correct and vital. Apparently, in such a situation, the only correct solution is to introduce a guaranteed distribution system, that is, the distribution of a certain amount of food and industrial goods by cards and low government prices. In addition to the guaranteed distribution, the sale takes place at real (higher) prices. The guaranteed distribution system is beneficial to everyone, but especially to people with low incomes. Having it, we can safely carry out the reform of pricing and finance. Given the unpopularity of cards in our country, which are associated with hunger, it is necessary to explain to people the essence of the problem and hold a referendum for the introduction of a guaranteed distribution system.



Thus, self-supporting enterprises with collective rental rights to the means of production, with a guarantee against ruin in a crisis situation, and with unlimited development opportunities will begin to operate in the socialist economy. Enterprises where the interests and capabilities of everyone are harmoniously combined, where personal interests coincide with the interests of the enterprise and with the interests of the whole society.

...In the debates about various forms of ownership under socialism, the one—sidedness of the understanding of "private property" at various levels was clearly manifested, from economic scientists to major government and party officials, which fundamentally contradicts the Marxist understanding of this issue.



The traditional fear of private property is based on ignorance or misunderstanding of the fact that there are two directly opposite forms of private property. Therefore, we are talking about the most innocent, the most basic, the most universal private property, the property of all socio-economic formations. Let us emphasize the contrast between capitalist private property and its toothless victim, private property without an element of exploitation.



Thus, our fear of private property is entirely connected with the confusion of its marked opposites, generated and fixed in the consciousness by Stalinism. Therefore, we have nothing to fear and nothing to lose except our own ignorance and poverty.
